EAEU Extends Anti-Dumping Duties on Chinese Stainless Steel Welded Pipe to 2031
The Eurasian Economic Union has continued anti-dumping duties of 14.62%–17.28% on qualifying stainless steel welded pipes originating in China, with the measure remaining effective through 7 September 2031.
- Foshan Vinmay Stainless Steel Co., Ltd.: 14.62% anti-dumping duty.
- Guangdong Sumwin New Material Group Co., Ltd.: 17.28%.
- Other Chinese producers: 17.28%.
- Covered products include qualifying corrosion-resistant stainless steel welded pipes with wall thicknesses of 0.4–6 mm.
- Importers should confirm product scope, HS classification, manufacturer identity and origin before calculating landed cost.
The EAEU anti-dumping duties on Chinese stainless steel welded pipe will remain in force following the first sunset review of the existing trade-remedy measure.
The continuation does not create a new anti-dumping measure. It maintains the existing duty framework for another five-year period, giving exporters, importers and procurement teams a clearer compliance horizon through September 2031.

What anti-dumping duty rates apply through 2031?
According to the published continuation of the measure, the applicable rates differ by Chinese producer.
| Chinese producer | Anti-dumping duty |
|---|---|
| Foshan Vinmay Stainless Steel Co., Ltd. | 14.62% |
| Guangdong Sumwin New Material Group Co., Ltd. | 17.28% |
| Other Chinese producers | 17.28% |
The continuation is based on the Eurasian Economic Commission decision adopted on 8 September 2026. The measure remains effective through 7 September 2031.
Which stainless steel welded pipes are covered?
The reviewed measure applies to qualifying welded pipes, tubes and hollow profiles made from corrosion-resistant stainless steel with wall thicknesses from 0.4 mm to 6 mm.
Circular, square and rectangular cross-sections may be included when the product description and technical characteristics fall within the scope of the measure.
Grade alone does not determine whether a shipment is covered. For example, 304 stainless steel pipe or 316L stainless steel pipe may be affected only when the manufacturing route, dimensions, origin and other scope criteria match the measure.
How does the extension affect Chinese stainless steel pipe exporters?
The continued duties increase the landed cost of covered Chinese welded stainless steel pipe entering EAEU markets. The effect varies by producer because Foshan Vinmay is subject to a lower published rate than Guangdong Sumwin and other Chinese producers.
Exporters therefore need to account for destination-specific trade-remedy exposure when assessing quotations and market opportunities. Products that legitimately fall outside the defined scope must still be classified and documented according to their actual technical characteristics.
Routing, invoicing or other documentation changes do not alter product origin and should never be used to circumvent trade-remedy requirements. For broader market context, see TISCO's analysis of Chinese steel exports and anti-dumping measures .
What does the decision mean for EAEU buyers importing from China?
Procurement teams should compare landed cost, not Chinese FOB price alone. Producer identity matters because the published rate for Vinmay is 2.66 percentage points lower than the 17.28% rate applying to Sumwin and other Chinese producers.
Buyers should also avoid assuming that a different grade, pipe form or supplier automatically falls outside the measure. Product scope must be checked against the relevant technical description and tariff classification.
What documentation should procurement teams review?
Importers should keep the producer identity, origin information, invoice, Mill Test Certificate and customs classification consistent with the actual shipment. Contracts should also state clearly which party is responsible for duties, taxes, customs clearance and any later customs reassessment.
Buyers outside the EAEU are not directly subject to this EAEU measure, but destination-specific anti-dumping or safeguard rules may still apply. Trade-remedy exposure should therefore be checked for the actual destination market before shipment.
