Morowali NPI Cuts Lift Nickel Above $16,600: Stainless Steel Cost Impact
Water shortages at Indonesia's Morowali nickel hub have forced some RKEF nickel pig iron producers to cut operating loads by around 30%–40%, supporting LME nickel prices above US$16,600 and adding short-term cost uncertainty for nickel-bearing stainless steel grades.
- IMIP RKEF NPI plants began cutting operating loads by roughly 30%–40% because of water shortages.
- If current restrictions last for about half a month, the physical NPI output impact could reach approximately 50,000–70,000 tonnes.
- A prolonged disruption could push the cumulative NPI impact above 100,000 tonnes, but that is not yet a confirmed production loss.
- LME nickel traded above US$16,600/t during the supply reaction, although exchange inventories remain high.
- 304, 304L and 316L stainless steel have meaningful nickel exposure, so sustained NPI tightness could affect alloy costs and quotation behaviour.
Indonesia nickel supply came under renewed pressure in late September after dry conditions reduced water availability at the Indonesia Morowali Industrial Park (IMIP), one of the world's largest nickel-processing hubs.
Water is required for cooling and protecting nickel-processing equipment. Rather than a complete shutdown, affected RKEF nickel pig iron facilities have reduced operating loads while the industrial park and tenant producers seek alternative water supplies.
The disruption matters to the stainless steel market because nickel pig iron is a major feedstock for 300-series stainless production in China and Indonesia. However, the market impact will depend heavily on how long the water restrictions continue.
How large is the Morowali NPI production cut?
Initial market reports suggested that around 100,000 tonnes of NPI production could potentially be affected. IMIP's installed NPI capacity has been estimated at around 4.2 million tonnes per year, equivalent to approximately 350,000 tonnes per month.
More recent SMM market research provides a more detailed near-term estimate. RKEF NPI plants at IMIP began cutting operating loads by approximately 30%–40% from previous levels.
The 50,000–70,000-tonne estimate assumes the reduced operating level persists for roughly half a month. At an assumed nickel grade of about 11%, that equates to approximately 5,500–7,700 tonnes of contained nickel. If the restrictions persist for longer, cumulative NPI output losses could exceed 100,000 tonnes.
Why did LME nickel move above $16,600?
The Morowali disruption added a short-term supply risk premium to the nickel market. LME nickel was reported at approximately US$16,632 per tonne on September 22, up US$314 on the day.
The price response is understandable because Indonesia is the world's dominant nickel producer and Morowali is a major source of NPI used in stainless steelmaking.
However, the supply shock is occurring against a backdrop of elevated exchange inventories. LME nickel stocks were around 278,600 tonnes, while stainless steel demand remains relatively moderate. These factors may cushion the immediate effect of the production cuts.

How could NPI cuts affect stainless steel costs?
NPI is an important nickel source for austenitic stainless steel. Sustained NPI tightness can therefore raise the alloy cost base for 300-series stainless production, although mills do not necessarily pass every short-term nickel movement directly into finished steel prices.
The eventual impact will depend on the duration of the Morowali restrictions, available NPI inventories, stainless steel demand, ferroalloy prices and individual mill pricing strategies.
Which stainless steel grades have the greatest nickel exposure?
| Grade | Typical Ni content | Cost exposure |
|---|---|---|
| 304 Stainless Steel Coil | 8.0–10.5% | High nickel sensitivity |
| 304L Stainless Steel Coil | 8.0–12.0% | High nickel sensitivity |
| 316L Stainless Steel Coil | 10.0–14.0% | High nickel exposure plus molybdenum exposure |

What should stainless steel buyers monitor now?
Buyers with confirmed October or November requirements should monitor both nickel prices and mill quotation validity rather than relying on a single raw-material signal.
High nickel inventories could still limit the duration of the rally, while a prolonged Morowali disruption would create additional upside risk for NPI and nickel-bearing stainless grades. Separating confirmed project tonnage from optional replenishment can therefore provide more purchasing flexibility.
What should buyers watch next?
Near-term nickel prices face competing forces. Morowali's water-related production cuts provide support to NPI and nickel prices, while high exchange inventories and moderate stainless steel demand may limit the strength or duration of the rally.
The most important signals are the duration of IMIP's reduced operating rates, rainfall and water availability in Morowali, NPI inventories, LME nickel stocks, Chinese 300-series stainless production and downstream purchasing activity.
